Shouldn’t an API have business logic to know when its methods are used by client and when they are used by server?

I have seen API design where when a method is called from the client, it is first checked whether the method exists in the API (if its not available, then a call to the server is made). I think this is not a good approach. The method should have a business logic of its own, by which it is aware whether its a call to the client or to the server.
