it is actually a rather rich joke, which the new yorkers seem to have missed: the threat of guillotines has taken on a fairly universal meaning. in the post-napoleonic era, facing a vastly superior enemy, the vast majority of states would need to resort to it. the nations of today need to do the same against a radically different challenger. but in so doing, they would radically alter both their foreign policies and their domestic economies. imagine the u.s. attempting to play “britain’s game”, as economist richard portes put it, in cyberspace. how would they proceed? what would they ask? there are at least two incontrovertible facts about a future fight with china. first, u. ability to deal with an offensive alliance of allies is limited. second, the u. has virtually no supply chain, and because of its openness, virtually no soft-power. even if the u. was to initiate a pre-emptive strike to destroy all their nuclear capability, they could not retaliate because they do not have the will to do so. third, the u. must be flexible. the u. must adapt to china’s character. unlike russia, china, unlike the eu, does not have an ossified culture.
